As the development team behind The ZeroPak, ZeroPak Development LLC—a collaboration between Stoneridge Companies and Brian Wishneff & Associates—is honored to guide the transformation of this historic Winchester landmark into a thriving 122-unit affordable multifamily community. Nestled on the city’s North Cameron Street, the century-old apple cold storage and processing plant offers a rare opportunity for thoughtful adaptive reuse, bringing new life to over 288,500 square feet of underutilized industrial space.
Our vision for Phase I centers on converting the existing buildings into a modern, fully amenitized residential experience while honoring the historic character that defines the site. Residents will enjoy one- and two-bedroom units, along with seven three-bedroom homes, complemented by amenities including a fitness center, three communal lounges, two shared common spaces, a mailroom, and secure parking.
Importantly, The ZeroPak represents one of Virginia’s first-ever projects to combine both the Housing Opportunity Tax Credit and the Historic Rehabilitation Tax Credit. Led in partnership with Advantage Capital and supported by Walker & Dunlop, which arranged over $24 million in federal LIHTC and FHTC equity, this innovative financing structure enables us to offer apartments exclusively to households earning 50% to 60% of the Winchester area median income—ensuring deeply attainable rents for families and individuals in urgent need of stable housing.
Groundbreaking began in late 2023, and the site plan has already secured key regulatory approvals, including special consideration for reduced greenspace requirements due to the unique constraints of the historic structure. Construction is expected to be completed by early 2026, with initial move-ins beginning in November 2025.
